Terry hates change; change is bad because it might result in his formal 'job description' changing. Heavens that would be dreadful. What often happens is that some Terries may identify this and hire in some non-Terries from elsewhere. They might come in with unbridled optimism and try to 'fix things'. Unfortunately as the narrative above explains, this most often results in unwarranted optimism because Terry and his Immune System (see below) often comes to the rescue and kills any such optimism before it can flourish.

walked into my office today, this was pinned up in the coffee room. terry and sherry must be related.
Terry wouldn't allow pinning things up on the wall that were not approved through the 12-step approval process.
'Til this day, I think many managers just don't get it. In any project, do not tell talented people how to do things. Rather, challenge them on what to be done and get out of their way. Good people can always get the job done more than you can imagine.
Unfortunately Terry isn't allowed to run free; its just not how he has operated in the past, and thus doesn't feel comfortable operating like that now. Even worse, when Terry is elevated to the management ranks, he likes to (micro) manage his reports the way he feels comfortable.
